How to Activate and Play Call of Duty: Black Ops II (VPN) on Steam

IMPORTANT: Before starting this workaround, you need to do two things.  The first is downloading a VPN.  We reccommend USAIP Just click that link to download USAIPDEMO.pbk which is the VPN.  You will also need to login to Steam and disabled Steam Guard.  To this simply click Steam > Settings > Manage Steam Guard Accoutn Security > Disable Steam Guard.  This is going to allow you to activate the game despite being region locked.
 
1. Close out of Steam completely.  Make sure no Steam process is running.  (Ctrl+Alt+Del and end process for anything named steam.exe)
2. Run the VPN (USAIPDEMO.pbk) and select a VPN server.  For this example we used 'Ukraine PPTP' but any should work.  Login is 'demo' and password is 'demo'.
3. Open Steam, Login, and Activate the key you received.  Start the game download and let it download the first 1% of the game.  It may be slow because of the VPN, but let it finish at least 3-5%.
4. Close out from Steam (DO NOT pause or stop the download...simply close out from Steam while it's still downloading.)
5. Open your VPN (USAIPDEMO.pbk) and click 'Hang Up' to stop the VPN.
6. Log back into Steam without the VPN running.  Call of Duty: Black Ops 2 (VPN) will still be downloading...even if it doesn't show directly that it is, it will be in the background...look at the bottom of Steam and you should see '1 Item Downloading'.  Furthermore, you can click 'View' and then 'Downloads' at the top of Steam to see the download.  Don't try and cancel, or manually force the download...just wait until the '1 Item Downloading' is gone and then continue.  This will download the game up to 99%. 
7. Logout from Steam completely, then run the VPN (USAIPDEMO.pbk) again.
8. Log back into Steam and complete the download 100%.  It should then say 'Ready to play'.
9. Before running the game, right click the game and go to Properties> Updates > and be sure to set it to 'Do not automatically update this game'.  Also uncheck 'Enable Steam Cloud synchronization'.  While you can probably keep this enabled, disabling will prevent any possible interruptions.
10. With VPN still running, run the game. (Click play game).  It will download all the extra Microsoft files etc. (May once again be slow because of the VPN, just be patient.)
1. After it's done and the game is loaded, exit from the game.  Right click Call of Duty: Black Ops 2 (VPN) and go to 'Create Desktop Shortcut'.
12. On your desktop, right click the Call of Duty: Black Ops 2 (VPN) game shortcut, and click Properties.  Click the 'Web Document' tab and you should see a URL.  It should look something like steam://rungameid/##### .  Of course, instead of ##### you will see a string of numbers.  Copy JUST that string of numbers.
13. Create a new document in Notepad and click File > Save As and make the File name steam_appid.txt.  It's important the .txt is at the end (indicates the file type, but make sure you don't accidentally make it steam_appid.txt.txt) Inside of the steam_appid.txt should be JUST the numbers you copied from above.  For example, if in step 12 your URL was steam://rungameid/38291 , the contents of your steam_appid.txt should be 38921)
14. Place the new steam_appid.txt file you just created into the Call of Duty: Black Ops 2 folder by default located in C:Program FilesSteamsteamappscommonCall of Duty Black Ops II
16. Logout completely from Steam.  Open the VPN (USAIPDEMO.pbk) and click 'Hang Up' to close the VPN.

17. Go to C:Program FilesSteamsteamappscommonCall of Duty Black Ops II and un 't6mp.exe' for Multiplayer or 't6sp' for Singleplayer.
